I stretched a terrible looking carpet in a condo building. The previous installer didn’t do a good job, and the carpet was buckled a lot. Here are the before / after shots.

In some cases, the carpet buckles due to insecure tack strips. When installing new carpet in concrete floors, the tack strips should be secured to the concrete subfloor. In some instances, they pop out, and cause the carpet to loose it tension, and as a result bubbles start happening.
